The steps are :
1. Dowload this meepo.cfg file, and put / put on your steam folder see this picture below

copy meepo.cfg and paste it C:\Program Files\Steam\steamapps\common\dota 2 beta\dota\cfg
2. After downloading the file you need to turn on your console up

- Right-click on Dota 2 guys
-Click Properties
-Click Part Set Launch Options
- Then type -console and click OK

extract file > copy file invoker.cfg >Steam > Steamapps > Common > Dota2beta > Game > Dota > cfg then paste invoker.cfg file
1.Right-click on Dota 2 > properties
2.Click set lauch option
3.Type -console -novid -high -nod3d9ex >OK
4.LOOK AT PICTURE
5.Type exec invoker.cfg > Submit
